Yeah sure, if you plan to use two routers, one will have to have some of it's features disabled first, the one connected via cable to the internet stays fully operational.
The router that is connected via a cable to the PC but via wifi to the other router will need to have NAT and DHCP disabled, you may have to disable its wan interface if it has that capability but if not that shouldn't cause a problem.

Basically the router connected via cable to the pc and wifi to the router won't be a router anymore it will be a wireless Ethernet switch, the router connected to the internet will be a wireless access point router.

Unless you have other devices connected to the router connected to the pc it makes little sense because you can just use a wifi dongle or card to do the same job. As your setting it up that way I'm presuming you have other devices you want to connect to the PCs router other than that PC.

The reason you'll need to disable some features of the router connected to the pc is to stop the same feature being on the network twice, this will cause conflicts.

Hope that helps, if your not sure what to disable as every router is different and can sometimes use different terminology, supply screen shots of the different sections and ill point them out.

This will only work if the router that is connecting to the pc with a cable supports "bridged mode" this will allow it to connect to the other router wirelessly, if it doesn't then you wont be able to connect the two routers.

Make sure the router connected to the pc not the one connected to the internet, leave this router alone, the pc router disable DHCP or change it to DHCP relay if it has the option.
Disable NAT too.

Make sure that both router have different i.p addresses, 192.168.1.1 will be default for both, they will not work together if they are the same, change the router connected to the pc to a different i.p on the same subnet i.e 192.168.1.2

Try that and check back.
